I am unable to adjust volume, mute or un-mute the sound on my Windows 8.1 computer while the audio is working but the tray notification keeps poping up The Audio Service is not running error message. I start its service through device manager and a dialogue box shows up “Windows Audio can’t be started, error 1740 (0x800706cc: Endpoint is a duplicate).” How can I resolve the problem?
Hi, I ran into a similar problem which it turns out I partially created myself.
I replaced my motherboard and as a result did a fresh install of Windows 7 Ultimate upgrading from Windows Vista Home Edition. I also upgraded my video card to an Asus Geforce GTX550 Ti Now I was ready to start installing all of my other programs, drivers, updates etc. but the computer kept freezing after 5 minutes or less. To troubleshoot this I disabled my services in msconfig to try to isolate the problem. In doing so I somehow managed to disable my audio services and couldn't get them to start again. There was a red x over the speaker icon on my task bar and I kept getting error messages that my audio services needed to be started (but wouldn't start when I tried) and that no audio devices were installed in spite of the fact that I tried both the onboard audio and an Audigy sound card. Here is the solution that worked for me. First: The freezing problem- I went into control panel/System and Security/Power Options and changed the setting there from Balanced to High Performance. I'm assuming this was necessary due to the high power consumption of the new video card. This fixed the freezing problem. Second: The no audio problem- Open your command prompt by clicking Start button/All Programs/Accessories/Command Prompt Type in: services.msc In the list find the item named Power Right click on it and select Properties Make sure the startup type is AUTOMATIC then click the start button then ok to close the window. Reboot your computer. When it restarts you should have sound again unless you changed other settings in msconfig or made other changes. If you made other changes you may have to undo the mess you've made trying to find the problem which is what got me into trouble. Doing a system restore to an earlier point may help. I do hope this helps someone. I scoured the internet trying to solve the problem and found clues here and there that brought me to this final conclusion. I hope that this post helps to save someone some time. Good Luck :)
A lot of people experience this control panel issue with Error error 1740/0x800706cc on Windows 8.1 or 8 OS. It may be caused by the insatlled antivirus AVG, because the software marks some related files as a virus and quarantines it withouit your knowledge. If you have also got audio lost, go to fix the issues by the following method and the sound will start wroking agin.
* Within AVG 2014 or AVG Free, select under “Options” Virus Vault, expand it to full screen and widen the column containing the name of the file. * Locate the registry entry below: HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicesAudio.. From there, you should see TWO entries, including the AudioEndpointBuilder.dll and Audiosrv.dll. Select two entries to restore both of them. When it prompts that the file already exists do you want to replace it, click “Replace it” button. * Once you have got the quarantined stuff back, make a rebooting to apply all changes.

Good stuff mate and that link I sent it is only very small and free program and very handy for finding what is inside your machine and it also gives really in depth info on those components - I keep it on all my machines.
To use it I did this little ditty up if you are interested in using it in the future Using HW Info PART A: You can test the volts on the PSU with HW Info HWiNFO, HWiNFO32/64 - Download < download the right bit version and close the right hand window select Sensors and scroll down to the power section where you will see what the volts are doing see my pic. In my pic the section (Nuvoton) with VBATT is a dead give away you are in the section for the rail voltages. There are other section titles and one that pops up often is ITE Now the voltage on the different rails have to be within 5% =+/- of what is required or the machine will not work properly if at all. Limits +/- 12v = 11.4 – 12.6v 5v = 4.74 – 5.25v 3.3v = 3.135 – 3.465v The Power good signal voltage at pin 8 on the 24 pin plug (grey cable) should be the same as the 5v rail reading/s See this for the rail voltage info Power Supply 101: A Reference Of Specifications - Power Supplies (Section 2.) The original right hand window shows the machine running and is handy for that but for looking at the components in some detail close it and use the main left hand side panel FOR OTHER COMPONENTS PART B: Open each small square with + in it on the section the components are in and then click on the individual component/s (it will highlight in blue) - in the right hand side will appear all sorts of details including brands speeds and other essential info that particular device. See pic for example.
A few days ago I was on the computer and sound started coming from my speakers that was unrelated to anything I was doing. I closed all my windows, checked task manager, but it sounded like a movie clip was looping in the background somewhere. I restarted my computer, and it was back. Ran Mbam, combofix, rkill- in no particular order- it found something, which was quarantined, deleted, and I restarted computer and it was gone. Or so I think?
Now, I have NO audio. my volume icon is there with a red x. My majicjack says there is no audio device and I cannot make a phone call. Nothing comes from speakers- no wires have been touched. I checked, and drivers seem to be there still and working. Windows audio service is missing from my services list.
I do not remember the name of whatever was causing the infection a few days ago- but maybe there is a log somewhere where I can retreive it? Any help would be appreciated, as this silence is killing me
